After the project is reviewed by the County Plan checker they will issue an Agency Referral and select from this list the agencies you need approval from. You will then be required to get clearance from each of these Agencies. This can take a while and be costly. Get on this immediately after receipt and plan accordingly.


If your submittal agency is LA County then you will go through EPIC LA. Once you have submitted for permits you can track progress through the this portal. You will need to submit for a Planning Permit and for a Building Permit. VERY IMPORTANT. If you are not the one submitting, lets say it is your architect, expeditor, or best friend; make sure that you, as the owner, are made a contact so that you have access to all the submittal documents. When they have you sign this Form include your own name as a contact. It is good to include your architect with this Form if you submit. People are going to get stuck in permitting. Whoever is going to get you unstuck will need access. (btw…Expeditors will also get stuck, stay present)

The 2022 CRC, Tile 24, Part 2.5 will govern your project. However some parts may exempt. Such as will your house be defined as “new construction” and be required Solar Panels per Title 24? Remains to be seen. Its big, its dense but its all in here.
